The proposed new emission limits were seen as difficult, and perhaps impossible, to achieve using traditional methods and too restrictive to allow for the use of pollution-prevention strategies, like UV and EB. In recognition of the role technology can play to improve our environment, the final SCAQMD ruling includes the use of UV and EB as compliance options, stating: "UV and EB curing are considered near-zero or zero-emission resins."
